There is nothing peculiar about the fact that the City of London council are lending a private school more than £15million – subject to the same local authority granting planning permission for the scheme it already backs – while simultaneously seeking £30million in cuts from its parks and other budgets, and when it has just secured £450million in external loans for unwanted vanity/legacy projects such as the proposed Centre For Music. This rotten borough lobbies globally for neo-liberal policies that benefit the super-rich at the expense of everyone else, so its willingness to underwrite the expansion of an elitist school – to the detriment of London’s architectural heritage and against the interests of the local community – reflects perfectly its aims and priorities.
A few weeks after the mid-January release of plans for Diller Scofidio + Renfro’s dog’s dinner of a Centre For Music building on the site of the current Museum of London, comes news of an ambitious project to build a new classical music venue in Wimbledon (part of the Borough of Merton) in south-west London. Since there is already a concert hall in The Barbican Arts Centre, and another a few minutes away in the form of LSO St Luke’s on Old Street, it is clearly pointless building yet another classical music hangout within easy walking distance of these two existing auditoriums. Taylor Wimpey’s PR lackeys at Cascade Communications sent out an email yesterday suggesting their paymaster was suffering from second thoughts about the name of their proposed Golden Lane development being The Denizen. With Balfron Tower’s working class community decanted to be replaced by rich ghost home investors, and similar things happening at other sites celebrated by Zupagrafika, just where do this design studio stand on such matters? Brutal London can all too easily be perceived as artwashing of this process. The City of London has plenty of money and if it wants to waste it on an overly flash middlebrow music venue in order to provide further opportunities for corporate junkets, so be it. But the local council should also face the fact their mood muzak is of little or no interest to many local residents. If they want to buy us off why don’t they match the money they intend to spend on Sir Baby Rattle’s pet project on new social housing within City of London boundaries? Fraudulent Denizen promotional blurb aimed at residential property investors: “The Barbican is the ancient heart of the City of London, a place steeped in history. During the 17th century, it attracted the entrepreneurial, the conspiring and the artistic. In the area’s many coffeehouses, plans were laid, and great minds met. William Shakespeare, Ben Johnson and John Milton all worked here. It’s a legacy we see today in the Barbican Centre and the City’s enterprising spirit.” The Barbican Complex is actually a world-class example of brutalist architecture built around fifty years ago. It is located in a neighbourhood called Cripplegate, and it lies beyond the original city wall; obviously this is not ‘the ancient heart of the City of London’ because it was not actually a part of the original city at all, it lay outside it! Likewise, in Shakespeare and Johnson’s time the area was notorious for its brothels. This is why Johnson among others refers to the place as Pict-hatch; which was also the name for the studded split entry doors that were a feature of bawdy houses of that time. If the City of London wishes to become a ‘world-class’ cultural destination then clearly it needs to dump its current arts policies that relentlessly pursue the middle-brow, apparently with the aim of facilitating corporate junkets. More of a gritty urban vibe is required, alongside cultural institutions that actively do away with the Puritanism that has characterised the City establishment for hundreds of years. The last thing needed is a privately educated knob like “Sir’ Simon Rattle promoting light orchestral garbage in a specially built and extortionately expensive ‘Centre for Music’ AKA a concert hall. The best way to vibe up the neighbourhood is the provision of a great deal more social housing, so that there is an even bigger working class population.
